Summary: The Senior Advisor for Public Health Data and Informatics Workforce serves as ASTHO’s lead subject matter expert on governmental public health workforce topics related to data modernization and informatics, such as knowledge of the types of positions needed for data modernization initiatives, governmental workforce recruitment and retention strategies, assessment, planning, and public health capacity and skill-building. The senior advisor will play a critical role in the Public Health Data Modernization Implementation Center (IC) Program led by ASTHO, the National Network of Public Health Institutes (NNPHI), and the Public Health Accreditation Board (PHAB).

Anticipated salary: $121,000 Extended experience: up to $149,000 if experience exceeds expectations
Principal Functions:
- Assess current and future talent needs for public health data modernization projects, including data scientists, data engineers, health informaticians, epidemiologists, and data analysts
- Collaborate with local, state, tribal, and national public health leaders, IT teams, and data professionals to develop workforce strategies aligned with the goals of public health data modernization
- Support the development of competency frameworks and career paths for emerging public health data and informatics roles
- Provide direct technical assistance, subject matter expertise, and strategy support to local, state territorial, and tribal health department recipients of the Public Health Infrastructure Program grant funding, with an emphasis on those participating in the IC Program
- Serve as the data and informatics workforce subject matter expert on the workforce needs and recruitment challenges in the field of public health data modernization for the IC Program Management Office (PMO)
- Collaborate with the implementation centers and the various workstreams to define specific workforce needs, role requirements, and job descriptions for data modernization implementation projects and support initiatives
- Design tools and resources to help public health agencies attract top talent with expertise in data science, public health informatics, health IT, and data governance
- Engage with academic partners and other national professional organizations to promote careers in public health data
- Anticipate and convey changing workforce trends and issues by maintaining situational awareness of developments in public health data modernization, emerging technologies, and talent markets to ensure competitive hiring strategies for the governmental public health workforce
- Develop collaborative working relationships across the organization
- Oversee the development of in-depth issue briefs, reports, toolkits, and other deliverables for publication while directing the execution of deliverables with other programmatic teams and cross-cutting teams on public sector data and informatics workforce planning, recruitment, retention, and sustainability
- Support the development of presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences as needed
- Track and analyze federal and state legislative, regulatory, and judicial activities related to data modernization initiatives and workforce needs
- Build relationships with educational institutions, public health organizations, and training providers to develop programs that address skill gaps in public health data roles
- Provide leadership to the IC Program Sustainability Workstream to inform mechanisms to sustain the necessary workforce to implement data modernization initiatives into the future
Qualifications:
- Master’s degree in human resources, organizational leadership, public health, public administration, public health informatics or other relevant field of study preferred
- Minimum 7 years of experience in human resources or workforce development
- Experience in state/local government agency human resources or workforce department is highly preferred
- Experience in recruiting data-related positions (e.g. data scientists, informaticians, epidemiologists, etc.) in the public or private sector is highly preferred
- Knowledgeable about the field of public health data modernization and informatics
- Knowledge of interoperability standards and policy, including TEFCA, HL7, FHIR, USCDI+, and others
- Experience and familiarity with state/local public health or national association experience (awareness of public health policy or program implementation from a state perspective desirable)
- Project management and other organizational skills
- Ability to lead collaboration among internal ASTHO staff, external partners, and funders
- Excellent written and oral communication skills, including presentation skills
- Strong positive interpersonal and analytic skills.
- Highly self-motivated and able to work independently and in a team environment, manage multiple priorities, and complete assigned tasks in a timely manner
- Ability and willingness to travel
