Summary: The Senior Analyst, Preparedness assists the Preparedness team with implementing federally funded public health and healthcare system preparedness projects. Additional areas of work may include state and territorial resiliency, all-hazards preparedness, and the development of various related preparedness products, including issue/policy briefs, webinars, newsletters and reports. This role will also support ASTHO’s preparedness and response to emergencies, providing technical assistance to preparedness stakeholders.

Anticipated salary: $77,000 Extended experience: up to $87,500 if experience exceeds expectations

Principal Functions:

  • Support the Senior Director, Preparedness with the daily administrative activities and project activities within the Preparedness portfolio. This includes managing timelines, coordinating, and facilitating calls, engaging contractors, disseminating resources, identifying, and communicating risks, and communicating progress to funders.
  • Research and analyze policy issues related to various aspects of public health preparedness, healthcare system preparedness, medical countermeasures, supply chain, and related CDC and ASPR operations
  • Lead workgroups and learning communities to provide input on policies and procedures for state-federal coordination of relevant planning and response
  • Respond to requests for assistance and information from members, affiliates, federal partners, and national organizations
  • Contribute to grant applications, spending oversight, reporting, and grant deliverables for the portfolio
  • Represent ASTHO and the Preparedness program in convenings with stakeholders, work group or committee participation, presenting at and attending conferences and professional engagements
  • Manage logistics for virtual, in-person, and hybrid meetings, including conference calls, workshops, and webinars. This may include scheduling, monitoring registration, coordinating team roles, designing agendas and background materials, producing meeting summaries, and other tasks as needed.
  • Establish and foster strategic relationships with national partners
  • Coordinate and collaborate across ASTHO on cross-cutting issues and with other programmatic teams, including but not limited to, Infectious Diseases, Environmental Health, Research and Evaluation, Health Equity, and Insular Areas
  • Maintain an active role as a member of the Incident Command Structure for ASTHO emergency responses
  • Draft and edit materials and oversee their timely production and distribution
  • Function effectively, respectfully, and cohesively in a team and in a hybrid-work environment

Qualifications:

  • Master’s degree in public health, public policy, information sciences, or related field preferred
  • Minimum 3 years of experience in areas such as public health preparedness, medical countermeasures, healthcare preparedness, supply chain resiliency, emergency management/response
  • State or local public health and non-profit experience a plus
  • Demonstrated knowledge of public health emergency preparedness and health security-related issues, organizations, and activities
  • Knowledge of and ability to track and analyze appropriate issues and legislation at federal and state levels
  • Strong writing and verbal communication skills, and the ability to present information clearly to diverse audiences
  • Ability to use discretion and judgment in dealing with confidential, sensitive, and controversial issues
  • Ability to promptly manage multiple priorities and complete assigned tasks
  • Ability to work independently and collaboratively in a team environment with all levels of professional, technical, and administrative staff
  • Experience using Microsoft 365 suite of applications and online survey software
  • Ability to travel up to 15% of the time to attend meetings, conferences and participate in site visits
