Senior Analyst, Overdose Prevention

Summary: This position supports capacity building and technical assistance efforts related to state overdose prevention and response, focusing primarily on building state and territorial health capacity to prepare for and respond to events that increase the risk for overdose. Additionally, this role manages project deliverables for federally funded projects essential to state and territorial health agencies in unintended injury, social and behavioral health, and other prevention initiatives. Projects involve working with state and territorial health agencies to develop comprehensive approaches to substance misuse prevention, harm reduction, access to treatment, stigma reduction, injury surveillance, and addressing other related topics. The Senior Analyst will work with the project team to execute these deliverables and collaborate with other programmatic teams and cross-cutting teams to maximize impact.

Anticipated salary: $77,000 Extended experience: up to $87,500 if experience exceeds expectations

Principal Functions:

  • Advanced Project Management: Manage complex projects and ensure timely delivery of outcomes by overseeing contributions from multiple stakeholders, cross-cutting teams, and liaising with federal partners. Integrating feedback from stakeholders to improve the quality, timeliness, and expertise of deliverables, using advanced project management tools and methodologies.
  • Stakeholder Engagement & Facilitation: Provide effective meeting facilitation with internal teams, external partners, and federal agencies to build strong relationships and develop effective preparedness plans. Work with state/territorial teams in preparation for meetings and helping to facilitate pre- and post workplan development.
  • Capacity Building and Technical Assistance: Leads the development of in-depth issue briefs, reports, toolkits, and other deliverables for publication that will build the capacity of public health staff. Respond proactively to requests for assistance and information from members, affiliates, and national organizations.
  • Data Analysis & Program Evaluation: Support comprehensive program evaluations by designing and implementing outcome and process measures that assess the effectiveness of overdose prevention initiatives. Develop and track key performance indicators to monitor progress toward goals.
  • Policy Analysis & Advocacy: Analyze and track federal and state legislative, regulatory, and judicial activities related to project issues.
  • Leadership & Mentorship: Provide mentorship to junior staff and assume leadership roles in cross-departmental initiatives. Lead smaller project teams to meet specific deliverables.
  • Advanced Writing & Communication: Prepare detailed technical reports, issue briefs, curricula, and articles. Assist in grant writing and progress reporting. Tailor communications for diverse audiences, including policymakers and community stakeholders.
  • Expertise in Overdose Prevention: Stay current on the latest trends, research, and best practices in overdose prevention, ensuring the development and dissemination of relevant resources and policies. Advise capacity building and technical assistance activities to improve public health response based on the current opioid landscape, strategies to reduce stigma, best practices in preparedness and response planning, and multi-disciplinary collaboration for improved and equitable outcomes.
  • Collaborative Work: Collaborate with national partners and across ASTHO teams to ensure integrated program execution and sustainability. Functions effectively, respectfully, and cohesively in a team environment.
  • Content Development: Develop in-depth reports, state stories, issue briefs, newsletters, and articles for publication.
  • Meeting & Conference Representation: Represent ASTHO at national and state-level meetings and conferences related to social and behavioral health and injury prevention.
  • Health Equity: Demonstrates an ability to identify historical and structural barriers and oppression that lead to health inequities. Facilitates prevention programming and approaches that address the root causes of those inequities.

Qualifications:

  • Master’s degree in related field such as public health, public policy, or health care preferred
  • Minimum 3 years of experience related to substance use or overdose prevention, state health policy, or public health preparedness and response planning
  • Demonstrated expertise in advanced project management required (Project Management certification preferred)
  • Strong expertise in public health, including injury prevention, substance misuse and addiction, and overdose
  • Knowledge of federal and state health policy and effective public health strategies related to overdose prevention is highly desirable
  • Project management and other organizational skills that can translate to leading the development overdose prevention resources for state and local health agencies
  • Excellent written, oral, and interpersonal communication skills with experience presenting to diverse stakeholders, including healthcare providers
  • Ability to anticipate funder or stakeholder needs and adjust communication to meet those needs
  • Ability to apply feedback and incorporate new skills
  • Leadership experience or demonstrated capacity to mentor staff and lead projects
  • Ability to research, track, and analyze federal and state legislative issues, using abstract concepts
  • Ability to develop project measures, evaluate outcomes, and forecast programmatic needs
  • Experience implementing federally funded projects and reporting
  • Ability to lead collaboration among internal ASTHO staff, external partners, and funders
  • Ability to manage multiple priorities, and complete assigned tasks in a timely manner
  • Ability and willingness to travel
