Director, Public Health Data Modernization and Informatics

Summary: The Public Health Data Modernization and Informatics (PHDMI) Director provides project management, subject matter expertise, and data modernization strategy support for the Public Health Infrastructure (PHIG) Program. The Director will support project management, partner engagement and development of organizational structures for both the PHIG Program. Additionally, the Director will support strategic planning efforts to ensure alignment of PHIG-funded DMI activities with the broader PHIG program.

Anticipated salary: $94,500 Extended experience: up to $111,000 if experience exceeds expectations
Principal Functions:
- Provide project management and project planning support for the DMI activities within the PHIG Program, including the Project Management Office (PMO) and/or workstreams as needed. Activities include:
- Establish and maintain working protocols, including development or organizational structures, governance structures, communications guidelines, document sharing, review/approval workflows
- Develop and maintain project management and collaboration tools to support completion of project activities and deliverables (e.g. project plans, RACI, decision logs)
- Manage and facilitate regular meetings for project teams, including scoping discussions or decision-making discussions
- Support development and implementation of continuous quality improvement (CQI) processes for Program activities
- Monitor progress of activities and make adjustments as needed based on changing program needs/goals.
- Lead collaboration with cross-organizational project teams on project activities and timelines and ensure alignment of activities across all PHIG areas
- Provide subject matter expertise and expertise to guide completion of project activities and deliverables
- Plan, develop, and execute a variety of products and events aimed at disseminating lessons learned and promising practices gleaned from the Program amongst the broader public health community
- Collaborate with internal and external stakeholders to ensure alignment of PHIG activities and processes across ASTHO and National Partners
- As needed, support delivery of DMI Technical Assistance and Capacity Building support for PHIG Public Health Grantees, including facilitation of scoping calls, engaging with grantees and other partners, and providing subject matter expertise to guide completion of activities and deliverables
- Support development of presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences as needed
- Supervise, evaluate, and oversee the contributions of program staff as needed
Qualifications:
- MPH or related degree (i.e., Master of Public Health Informatics) or Master’s degree in data science; public health, medical, health care (or similar) informatics; computer science; epidemiology; biostatistics; information technology preferred
- Minimum 5 years of relevant work experience in public health informatics or related field
- Proficient and knowledgeable in the field of public health data modernization and informatics
- Excellent organization and time management skills required, including ability to prioritize and manage multiple projects concurrently
- Grant/Cooperative Agreement management proficiency
- Excellent interpersonal, written, and oral communication skills
- Management/supervisory experience
- Familiarity with interoperability standards and policies, including TEFCA, HL7, FHIR, USCDI+, and others
- State/local public health or national association experience (awareness of public health policy or program implementation from a state perspective desirable)
- Knowledge and technical expertise related to public health and healthcare systems, health information technology, and surveillance
- Experience with providing technical assistance in the area of data modernization
- Highly self-motivated and ability to work independently and in a team environment, manage multiple priorities, and complete assigned tasks in a timely manner
- Ability to manage large projects including measures of success, forecasting, and evaluation
- Ability to grasp systems and systems changes at state, local, or federal levels
- Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs
- Ability and willingness to travel up to approximately 20% of time
