Summary: The Manager of the Public Health Data Modernization Implementation Center (IC) Program serves as a programmatic lead within ASTHO’s Public Health Data Modernization and Informatics (PHDMI) Team to provide programmatic support for the management of contracts and budgets for the IC Program. The IC Program is led by ASTHO, the National Network of Public Health Institutes (NNPHI) and the Public Health Accreditation Board (PHAB) that supports state, tribal, local, and territorial public health agencies to accelerate their data modernization activities. This position supports contracting processes and management of events, meetings, collaborative engagements with internal and external partners of the IC Program working collaboratively with ASTHO teams, national partners, public health agencies, and federal partners.

Anticipated salary: $77,000 Extended experience: up to $87,500 if experience exceeds expectations

Principal Functions:

  • Leads programmatic activities related to development and management of implementation center contracts, including development of scope of works, and support of ASTHO internal contracting workflows
  • Reviews and approves invoices to funders based on the requirements of the contracts and subawards in the ASTHO portfolio
  • Reviews financial reports such as monthly invoices from contractors, and financial reports from ASTHO Program Operations team to monitor budget and completion of contract deliverables
  • Serves as liaison between PHDMI and other ASTHO teams including Program Operations, Contracts, and Finance for any programmatic content/process questions regarding Implementation Center contracts and budget
  • In collaboration with ASTHO Program Operations, Contract and Finance teams, supports process improvements as needed
  • Maintains internal trackers and dashboards for ASTHO Public Health Data Modernization and Informatics leadership as needed
  • Leads activities related to hosting of virtual and in-person meetings and events for the Implementation Center Program, including agenda/content development and coordination of logistics
  • Collaborates with cross-sector teams including Public Health Infrastructure Grant (PHIG) partners and CDC on events for the Implementation Center Program
  • Serves as liaison between PHDMI and other ASTHO teams including Meetings and Events, PR/Communications for coordination of meetings and events
  • Supports ASTHO Implementation Center leadership in management of Program Management Office (PMO), including support of organizational planning, meeting facilitation and note taking as needed
  • Serves as a liaison for IC Program participating public health agencies and communicates regularly with these groups regarding funding opportunities, conferences and trainings, and other information related to public health and healthcare systems, health information technology, and surveillance
  • Maintains situational awareness of research, policies, and practices relevant to public health and healthcare systems, health information technology, and surveillance
  • Manages coordinators on the Public Health Data Modernization Implementation Center Program

Qualifications:

  • Master's Degree in related field preferred
  • Minimum 3 years of relevant work experience (experience in public health informatics or HealthIT strongly preferred)
  • Experience with working with public health agencies, public health associations or federal agencies (CDC, ASTP) in the data modernization space
  • Experience with contract and budget management
  • Experience with in-person and virtual events and meeting coordination
  • Strong computer skills to include proficiency in MS Office
  • Solid, positive interpersonal and customer service skills.
  • Excellent interpersonal, written, and oral communication skills
  • Management/supervisory experience
  • Ability to manage large projects
  • Strong analytical skills
  • Grant/Cooperative Agreement management proficiency preferred
  • Ability and willingness to travel
