Summary: The Executive Advisor of the Public Health Data Modernization Implementation Center (IC) Program within ASTHO’s Public Health Data Modernization and Informatics (PHDMI) Team will provide subject matter expertise on informatics and data modernization project implementation strategy and standards to support execution of the program’s goals. The IC Program is led by ASTHO, the National Network of Public Health Institutes (NNPHI) and the Public Health Accreditation Board (PHAB) to support state, tribal, local, and territorial public health agencies accelerate their data modernization activities. This position will support ASTHO as the lead coordinating entity, set strategy and results for the IC Program, and direct and facilitate operational functions of the IC Program’s Project Management Office (PMO).

Anticipated salary: $177,000 Extended experience: up to $205,500 if experience exceeds expectations

Principal Functions:

  • Serves as the subject matter expert on informatics and data modernization project implementation strategy and standards to support execution of the program’s goals
  • Leads project planning and develops strategic guidance on data modernization implementation projects to achieve activities and deliverables
  • Works closely with the IC Program executive leadership team to develop, iterate, and support the execution of strategic priorities
  • Collaborates and facilitates partnerships with local, state, national public health leaders, and federal partners to align IC Program and implementation project support with current data modernization standards and goals
  • Provides leadership to identify, establish, and implement processes and solutions that support a holistic, cohesive, and harmonized programmatic infrastructure and alignment with program initiatives within the IC Program
  • Provides highly skilled program leadership and implements project management principles to adapt with the evolving public health informatics landscape across public health agencies, achieves programmatic goals, and effectively and efficiently integrates tools to navigate program risks
  • Leverages internal and external resources to drive effective cadence of functional operation of program activities and implementation projects
  • Directs the IC Program PMO and coordinates with the IC Program Manager to establish and maintain working protocols, including project management tools, communications, document sharing, review/approval workflows
  • Monitors progress of activities, timelines, project teams, and adjusts as needed based on changing program needs/goals
  • Synthesizes complex concepts and/or issues in public health informatics and data modernization policies, standards, and activities into recommendations and guidance relevant to the IC Program
  • Assumes overall responsibility and accountability of final activities and products developed within the IC Program
  • Supports development of presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences as needed

Qualifications:

  • MPH or related degree (i.e., Master of Public Health Informatics) or master’s degree in data science, public health, medical, healthcare (or similar) informatics; computer science; epidemiology; biostatistics; information technology preferred
  • Minimum 8 years of experience in informatics, epidemiology, data science or related professional fields or organizations
  • Proficient and knowledgeable in the field of public health data modernization and informatics
  • Excellent organization and time management skills required, including ability to prioritize and manage multiple projects concurrently
  • Grant/Cooperative Agreement management proficiency
  • Excellent interpersonal, written, and oral communication skills
  • Management experience of complex, multidisciplinary, multi-organization projects
  • Familiarity with interoperability standards and policies, including TEFCA, HL7, FHIR, USCDI+, and others
  • Knowledge and technical expertise related to public health and healthcare systems, health information technology, and surveillance
  • Highly self-motivated and ability to work independently and in a team environment, manage multiple priorities, and complete assigned tasks in a timely manner
  • Ability to manage large projects including measures of success, forecasting, and evaluation
  • Ability to grasp systems and systems changes at state, local, or federal levels
  • Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs
  • Ability and willingness to travel up to approximately 20% of the time
