Summary: The Island Support Team supports initiatives across ASTHO’s portfolio on the full complement of public health topics with a focus on their implementation in the U.S. Island jurisdictions in the Pacific and Atlantic regions. The team coordinates ASTHO’s projects and activities to meet the specialized needs of public health agencies in the U.S. territories (5) and freely associated states (3) and ensures alignment with ASTHO’s strategic priorities.
The Senior Director, Island Support manages the team’s strategic direction, with the overarching goal of increasing the quality and impact of ASTHO’s work and engagement with the U.S. Island jurisdictions. This is achieved by providing expert consultation internally within ASTHO across programs, teams, and activities, facilitating island leadership engagement, and externally actively partnering with funders and non-governmental organizations, policymakers, leaders, and other stakeholders. The Senior Director, Island Support will play an integral role in the oversight and implementation of the Island Support core functions: 1) facilitate coordination across ASTHO projects and activities within projects focused on the island jurisdictions; 2) ensure that projects meet the specialized needs of member island jurisdictions; 3) ensure projects are aligned with ASTHO’s strategic priorities; 4) ensure work towards an articulated overall strategy for agency and regional improvement; and 5) increase focus and resources in these areas.
Location: Remote
Anticipated salary: $121,000 Extended experience: up to $149,000 if experience exceeds expectations
Principal Functions:
- Coordinates ASTHO’s organizational and programmatic priorities, including:
- Collaborating with programmatic and operational teams across the organization to support impact and effectiveness across all funded projects and organizational initiatives to ensure relevance to U.S. Island jurisdictions.
- High-level monitoring of all island-related activities and deliverables against agreed-upon Island Support workplans with project teams.
- Overseeing processes for developing high-quality project deliverables and work products, and providing critical review of ASTHO documents, products, and deliverables from both a substantive and island context perspective.
- Leading the Island Support team’s activities with respect to ASTHO’s Operations Plan and aligning the Island Support team’s portfolio.
- Strategizing on team direction with the Vice President and Directors of Island Support.
- Maintaining the expertise needed to oversee Island Support work effectively, including substantive knowledge of public health services, global, regional, and jurisdictional partners, and important context in both the Atlantic and Pacific island jurisdictions across the entire public health enterprise.
- Creating and fostering relationships with funders, federal partners, health agency leaders, and other national organizations.
- Maintaining close working relationships with jurisdictional leaders and staying abreast of developments impacting ASTHO’s work in the islands.
- Communicating on island jurisdictional issues both internally and externally.
- Supporting proposal development by including sections of relevance to ASTHO’s members in the island jurisdictions.
- Leading the Island Support team by facilitating team cohesion and unity, and facilitating strategic meetings and retreats to develop strategic direction.
- Providing mentorship on projects, supporting professional development, and overall team leadership.
- Managing and tracking team finances, spend-down, staffing, and consultant agreements.
- Overseeing relevant vendor agreements.
- Overseeing the provision of capacity building and technical support (externally and internally).
- Representing ASTHO’s Island Support team at national/federal meetings and internal and external workgroups and committees.
Qualifications:
- Graduate degree in public health or related field.
- 5+ years’ experience in nonprofit or public health, preferably in a grant-funded, multi-project environment. Related experience may be substituted, contingent on length and level of experience.
- 2+ years’ supervisory experience with demonstrated ability to develop and manage high-performance teams, set and achieve strategic objectives, and coach staff.
- 5+ years’ experience working with or within island health agencies and their relevant partners.
- Experience with state health agencies and/or public health-focused membership associations preferred (public health experience at state, tribal, local, territorial, or federal level is also desirable).
- Demonstrated skills in project management, budgeting and financial oversight, grants management, and other organizational skills.
- Experience developing technical reports, data briefs, and conference presentations.
- Exceptional written, oral, and interpersonal skills to communicate tactfully and diplomatically with external and internal colleagues.
- Ability to establish and maintain effective working relationships and lead collaboration with a variety of audiences, including internal staff, external partners, and funders.
- Understanding, sensitivity, and appreciation for cultural humility and inclusiveness.
- Ability to work in a virtual setting and adapt to changing environments.
- Ability to participate in calls after normal business hours with project participants in the U.S. Affiliated Pacific Islands.
- Ability to travel up to 25% of the time.
- Bilingual in English and Spanish is a plus.
