Summary: Proactively represents and engages ASTHO and its members in the broad range of state, regional and national initiatives that support the improvement of health outcomes. Assists members and the ASTHO Executive Management Team in fulfilling ASTHO’s strategic priorities, meeting the relevant goals of ASTHO’s policy committees and Board of Directors. Works across ASTHO with other executive level and lead staff providing relevant guidance and advise. Serves as a public spokesperson on behalf of the organization.

Principal Functions:
- Seeks new and diversified funding to support ASTHO’s strategic and operational plans
- Provides medical subject expertise to programs across the ASTHO program portfolio
- Manages, writes, and reviews, ASTHO’s cooperative agreements with the Centers for Disease Control and Prevention and other grant or contract agreements as required, including developing proposals, budgets, activities, and progress/annual reports
- Helps build the capacity of the organization and its members to engage in and influence medical standards, recommended preventive health services, and medical coverage and reimbursement policies at the federal and state level
- Collaborates as a peer with ASTHO’s Executive Leadership Team to achieve the goals and actions of ASTHO
- Advises ASTHO staff on medical policy, content areas and activities
- Initiates, coordinates, and responds to technical assistance requests from state health officials and leadership staff in state health agencies
- Fosters collaborative relationships with representatives from other national public health organizations, ASTHO affiliates, federal agencies, and other private and non-profit organizations. This includes convening and hosting meetings between members and national policy partners, attending federal, state, and affiliate organization policy meetings, and representing ASTHO at the request of the CEO.
- Anticipates changing policy and program issues and conveys potential impact to the CEO, programmatic leadership, or others as appropriate
- Serves as a medical consultant/subject matter expert to support the government affairs team and advocates for ASTHO policy and advocacy priorities
- Supports ASTHO’s physician members who serve as medical experts in advocacy roles such as meetings with legislative staff, testimony to congressional committees, and membership on scientific task forces and committees
- Captures identified policy, program, and project-related knowledge (e.g., case studies, population health strategies, decision guides, journal articles, etc.) and assures its accessibility
- Formulates medical position statements in policy and legislative areas related to ASTHO priorities and interests
- Reviews medically oriented programs to assure they comply with medical quality assurance standards
- Supports the production and internal workflow of ASTHO’s technical packages
- Assists with medical content areas and partnership opportunities related to clinical and community-clinical linkages
- Serves as needed as a medical expert on scientific advisory or policy setting panels such as ACIP, USPSTF, Community Preventive services task force, Institute of Medicine committees, American Cancer Society screening recommendations task force
Qualifications:
- Physician (MD/DO) or advanced practice health provider with a current licensure to practice in their state of residence
- Minimum of 10 years relevant work experience in national, state, or locally based public health
- Experience working with or in state and/or local health agencies
- Experience working with or in national public health associations and awareness of public health policy from a state perspective
- Familiarity with the operations and structure of the CDC
- Excellent public speaking and media relations skills
- Proven experience with strategic planning, programming, and project and resource management
- Supervisory and team leadership experience
- Excellent written and oral skills; ability to write about and describe complex concepts in easy-to-understand language
- Excellent interpersonal skills needed to coordinate, manage, and execute multiple projects
- Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs
- Ability to integrate related policy and programmatic issues across categorically funded programs
- Ability and willingness to travel
