Director, Evaluation and Assessment

Department: EVALUATION
Location: Arlington, VA

Summary:  The Director, Evaluation and Assessment is a member of the Evaluation Team and supports ASTHOís portfolio of capacity-building assistance to state and territorial by leading all programmatic assessment efforts. The Director works across the organization to increase the quality and impact of ASTHOís work through rigorous and appropriate data collection methods. The Director oversees this work through supervision of staff and coordination with organizational research and evaluation efforts.

Principal Functions:

  • Manage ASTHOís programmatic assessment portfolio by providing internal technical assistance to ASTHO program teams in the areas of:
    • Project planning and proposal development, including identification of appropriate data collection methods and areas of inquiry;
    • Collaborative refinement of research and evaluation questions;
    • Instrument development and data collection through surveys, key informant interviews, focus groups, or other methods;
    • Development and implementation of capacity assessment resources;
    • Qualitative and quantitative data cleaning and analysis; and
    • Data visualization, reporting, and dissemination activities.
  • Lead the management of ASTHOís programmatic assessment data and ensure the use of standardized guidance and measures.
  • As relevant, support funders and partners by leading evaluation, research, and assessment projects. Contribute planning, proposal development, project management, implementation, and stakeholder engagement.
  • In collaboration with Sr. Director, Evaluation and Impact, develop and maintain protocols and standard processes for organizational and programmatic evaluation, research, and assessment activities.
  • Contribute to dissemination of findings through development of presentations, briefs, reports, and manuscripts.
  • Manage all day-to-day activities of the evaluation and assessment team through supervision of one senior analyst, project management and deliverable tracking, and expenditure monitoring across projects.
  • Coordinate with ASTHOís Research Team on data collection plans and data sharing as appropriate.
  • As needed, support ASTHOís program evaluation activities, including the development of logic models and evaluation frameworks, instrument development, and analysis.
  • Other duties in support of the Evaluation Teamís work and/or ASTHOís mission, as needed.

Qualifications:

Minimum

  • Graduate degree in public health, public administration, or related field with coursework in program evaluation and research methods
  • 5+ years of work experience in public health research, program evaluation, or related area
  • Demonstrated technical expertise in quantitative and qualitative data collection and analysis
  • Strong organizational skills and ability to track and manage multiple projects and deadlines
  • Excellent written and oral communication skills, including comfort with facilitation and presentations
  • Strong knowledge of basic research principles and methods
  • Knowledge of evaluation approaches and methods relevant to a policy/program environment
  • Interpersonal skills needed to collaborate with diverse stakeholders in a rapidly changing environment
  • Strong commitment to the ASTHO mission
  • Ability to travel up to 5%

Preferred

  • Experience managing grant deliverables in a nonprofit environment
  • 1+ years of supervisory experience
  • Experience working in a governmental public health agency at the federal, state, or local level
  • Experience with SPSS or other statistical software package
  • Experience with Qualtrics or similar online survey platform
  • Experience with NVivo, Atlas.ti, Dedoose, or other qualitative analysis software
  • Experience with Tableau or similar data visualization and analysis platform
  • Budget monitoring experience.
