Senior Analyst, Preparedness and Programmatic Research

Department: PREPAREDNESS & RADIATION READINESS
Location: Arlington, VA

Summary: Assists the department with project deliverables for federally funded public health and healthcare system preparedness projects. The position plays in integral support role to ASTHOís preparedness portfolio under the guidance of the Director for Preparedness and Radiation Readiness. Areas of work could include but are not limited to state and territorial health policy, healthcare preparedness, emergency management, and medical countermeasures. This role will also support ASTHOís preparedness and response to emergencies, providing technical assistance to preparedness stakeholders.

Principal Functions:

  • Supports the Director of Preparedness and Radiation Readiness with the daily administrative activities of the Preparedness portfolio. This position would support the Preparedness teamís virtual communities, work groups, meeting planning, presentations, and grant writing.
  • Researches and synthesizes federal and non-governmental organization preparedness guidance and recommendations for internal and/or external dissemination.
  • Researches and analyzes policy issues related to various aspects of public health preparedness, healthcare system preparedness, and healthy security preparedness.
  • Develops relevant capacity building and technical assistance tools and resources as needed.
  • Leads workgroups and learning communities to provide input on policies and procedures for state-federal coordination in public health and healthcare system preparedness planning and response.
  • Responds to requests for assistance and information from members, affiliates, federal partners, and national organizations.
  • Contributes to grant application, spending oversight, reporting, and grant deliverables for the preparedness portfolio.
  • Represents the ASTHO and the Preparedness program in convenings with stakeholders, work group or committee participation, presenting at and attending conferences and other professional engagements.
  • Coordinates and collaborates with other operational and programmatic teams, including but not limited to, Immunization and Infectious Diseases, Environmental Health, Public Relations, Performance Improvement, Health Improvement and Research and Evaluation.
  • Maintains an active role as a member of the Incident Command Structure for ASTHO emergency responses, including any position of section chief or above.
  • Drafts and edits materials and oversees their timely production and distribution.
  • Manages assigned deliverables independently and uses independent judgment in completing activities while operating under general supervision.
  • Functions effectively, respectfully, and cohesively in a team environment.

Qualifications:

  • Masterís degree in public health, public policy or related field preferred.
  • 2-3 years of experience in areas such as preparedness, public health, or non-profits.
  • Knowledge of public health emergency preparedness and health security-related issues, organizations, and activities.
  • Knowledge of and ability to track and analyze appropriate issues and legislation at federal and state levels a plus.
  • Excellent writing and verbal communication skills. Ability to present information clearly.
  • Skilled in proofreading and editing.
  • Ability to use discretion and judgment in dealing with confidential, sensitive, and controversial issues.
  • Ability to promptly manage multiple priorities and complete assigned tasks.
  • Ability to develop collaborative networks and represent the organization at meetings and conferences as requested.
  • Ability to work cooperatively and collaboratively in a team environment with all levels of professional, technical, and administrative staff and toward shared objectives.
  • Intermediate to advanced computer skills with Microsoft Office Suite, database, and other software applications.
  • Ability to travel up to 15% of time to attend meetings, conferences and participate in site visits.
