Temporary Employee, Interagency Business Process Improvement Project

Timeframe: March 1, 2021- Aug. 31, 2021 with option for extension dependent upon funding and performance.

Summary: This part-time position will serve as a primary point of contact in the U.S. Virgin Islands (USVI) to assist the Association of State and Territorial Health Officials (ASTHO) with coordinating activities and tracking progress for a federally funded business process improvement conducted with governmental agencies and leaders in USVI. The position will work with USVI governmental agencies to ensure engagement and that project team actions remain in synergy. USVI governmental agencies include but are not limited to, Department of Finance, Office of Management and Budget, Property and Procurement, Division of Personnel, Department of Health, and Department of Education. This position will serve as a liaison, provide leadership and guidance for certain project activities, and play a role in assisting with development and implementation of improvements to business processes. The position will report to ASTHOís Director of Public Health System Improvement and Infrastructure.



  • Serves as primary point of contact in USVI assisting ASTHO with project management.
  • Maintains communication with ASTHO throughout the project for onsite situational awareness, needs of agency leaders, and project challenges and barriers.
  • Identifies needed actions in a proactive manner and uses good judgement in resolving conflicts or challenges.
  • Maintains productive working relationships with USVI agencies and leaders and motivates and supports their participation in project activities.
  • Assists with coordination and logistics for virtual or in person meetings and trainings, and documentation of meeting outcomes.
  • Assists with performance data reporting for operational and year end reports.
  • Writes periodic progress, project status and evaluation of project activities and outcomes.
  • Supports development and implementation of improvements government-wide.
  • Maintains confidential and sensitive information.


  • Bachelorís degree required, masterís preferred in business, public administration, or related field of study.
  • 5-8 yearsí experience working in government or non-profit sectors in the USVI preferred.
  • Working knowledge of federal funding and grants cycles and drawdown processes.
  • Knowledge of business process improvement and change management strategies.
  • Strong project management skills required, and capacity for systems level thinking.
  • Excellent communication and relationship management skills, and experience interacting with executive and senior leaders.
  • Ability to adapt to changing environments, and to give and receive constructive feedback.
  • Proven ability to work independently as a self-starter and manage multiple priorities and deadlines with positive outcomes.
  • Comfort using the Microsoft Office package and virtual communication tools on a regular basis.
  • Currently located in USVI with the ability to travel if needed.
