Principal Functions:

• Provides day-to-day management and oversight of the public health data modernization, health information exchange, and health information exchange project portfolio.
• Represents ASTHO in various external committees, workgroups, conferences, summits, and advisory bodies related to the population health and innovation project portfolio subject matter areas.
• Collaborates internally with ASTHO leadership and staff team to expand impact and quality of programs.
• Works closely with the CPHIO and VP-PHDM in organizational strategy development, planning and implementation; stakeholder engagement, and funding growth strategy.
• Provides relevant assistance to the ASTHO supported committees and task forces, including the ASTHO Population Health and Informatics Policy Committee.
• Manages work plans and budgets on a day-to-day basis for CDC-, ONC- and other HHS-funded projects in public health informatics and health information exchange.
• Guides and participates in the development of proposals for public health data analytics, informatics, HIE and HIT projects and initiatives.
• Seeks new and diversified funding to support ASTHO’s members in a range of public health data modernization concerns.
• Functions effectively in a policy team environment including identification of cross-cutting policies and programmatic issues with other ASTHO function areas.
• Plans project activities, including forecasting and translating into deliverables member and grantor needs.
• Develops project measures of success, analyzes progress, and evaluates outcomes.
• Fosters collaborative relationships with ASTHO coworkers and representatives from other stakeholders and organizations.
• Works with other ASTHO programs to develop, propose, and implement cross-disciplinary projects.
• Plans and implements activities related to program evaluation, including articulation of project goals, objectives, and intended outcomes.
• Supervises and evaluates public health data modernization project team member(s).
• Tracks and analyzes relevant national and state public health policy, federal legislation, and research.
• Writes, edits, and/or oversees project deliverables including fact sheets, blogs, issue briefs, and newsletter stories.
• In concert with the ASTHO events team, oversees activities associated with event (meetings, webcasts, etc.) planning.
• Seeks funding opportunities and develops partnerships to support efforts that will ensure projects’ financial sustainability.
• Serves as a resource and responds to members, affiliates and alumni technical assistance requests on issues related to public health data modernization, HIE and related topics.
• Initiates and coordinates responses from the ASTHO membership on public health data modernization, HIE and related topics.

Qualifications:

• 7 years relevant work experience including supervision.
• Master’s degree in public health; data science; public health, medical, health care (or similar) informatics; computer science; epidemiology; biostatistics; information technology; business administration; or similar fields.
• Experience in:
  • State or local public health, health, and/or association
  • Writing, managing, and evaluating performance with federal grants/cooperative agreements or foundation grants
  • Leading a team of individuals on multi-sector projects and multi-stakeholder collaboratives
  • Developing enterprise-level or project data strategies
  • Public health data and information system policymaking from a state health agency perspective
  • Data system and informatics in health care settings (i.e., health plan, hospital-based health system, other provider systems)
  • Change management and/or organizational realignment planning and implementation.
  • Supporting efforts to cultivate public-private partnerships to advance innovation and learning.
