Senior Analyst, Data Modernization and Informatics

Department: PUBLIC HEALTH INFORMATICS
Location: Arlington, VA

The Senior Analyst will provide research and implementing project activities related to health data and informatics; responding to membersí needs; and assessing health information technology (IT) and informatics capacity within state/territorial health agencies. To respond to current and emerging trends in public health and health systems data surveillance tools and technology, and have skills using electronic data to improve public health business processes, practices, services, and outcomes. Assists across ASTHO programs to navigate the intersection of health IT with public health surveillance and healthcare systems. Assists state/territorial health agencies with implementing health IT initiatives and achieving public health systems interoperability.
 

Principal Functions:

  • Supports ASTHO technical and capacity-building assistance to state/territorial health agencies specific to surveillance, health IT and informatics, including syndromic surveillance, electronic disease reporting, interoperability of public health information systems
  • Researches best practices, support design and disseminates health IT/informatics tools and resources in collaboration with national informatics leadership and partners
  • Supports and maintains partnerships with affiliates, alumni, and federal agencies to benefit project implementation
  • Coordinates and directly supports the Informatic Directors Peer Network and other state public health agency staff discussions on informatics best practices and trends
  • Uses skills, experiences, and content knowledge to research best and evidence base for informatics program development.
  • Maintains situational awareness of research, policies, and practices relevant to health IT, surveillance or public health information systems, and informatics
  • Supports project planning, strategic planning, and project management of the informatics project portfolio.
  • Collaborates with staff from other areas across ASTHO to assist with project plans or deliverables focused on data surveillance and informatics (e.g., reports, webinars, issue briefs, tools or resources, peer-reviewed articles, abstracts, and trainings)
  • At the discretion of supervisors, represents ASTHO at external meetings and conferences as appropriate.
  • Plans, designs, and implements all activities required to successfully host/support internal and external meetings and events.
  • Researches, documents, and compiles relevant resources, promising practices, and emerging trends or innovations in health IT, surveillance, public health information systems, and informatics for dissemination to state/territorial health agencies.
  • Provides analysis of federal health IT and informatics-related rules, regulations or policies for their relevance to ASTHO strategic goals and membersí interests; develops comments on behalf of ASTHO and its members.
  • Monitors and evaluates project activities to include establishing performance measures, collecting and analyzing data, and determining areas for continuous improvement.
  • Develops and manages contracts with state/territorial health agencies, consultants, and vendors.

Qualifications:

  • Bachelorís degree in Public Health with a concentration in Data Science or Informatics 2-3 years of experience in health IT, informatics, and data science within a public health or healthcare setting. Masterís degree in a relevant field preferred.
  • Knowledge of a range of public health issues and policies at the local, state, and/or federal level.
  • Knowledge of association or membership organization environments.
  • Demonstrated ability to complete assignments as directed and with moderate amount of supervision
  • Understanding of and ability to handle confidential and sensitive information and interface with the highest level of internal and external stakeholders
  • Excellent written and oral communication skills including report writing and giving formal presentations
  • Excellent interpersonal skills
  • Excellent critical thinking
  • Ability to present, explain, and share data in a variety of formats for different audiences
  • Strong attention to detail
  • Know with electronic health record vendors or companies that develop and implement surveillance systems, public health information systems, or registries preferred.
  • Experience working for or with state/territorial or local health agencies preferred.
