Senior Analyst, Health Equity

Department: HEALTH EQUITY
Location: Arlington, VA

Summary: The Senior Analyst works with the Health Equity and ASTHO Challenge staff and provides support to all ASTHO teams to build organizational capacity, develop and support project deliverables for foundation- and federally-funded projects in health equity. This position requires proven research, technical assistance and analytical capabilities related to antiracism, health equity, community engagement, the social determinants of health and their impact on community health and well-being.

Principal Functions:

  • Supports the Director, Health Equity and ASTHO Challenge, in ensuring a coordinated presence and developing content for and managing logistical needs for national learning communities.
  • Provides a high level of health equity and population health subject matter expertise to state and territorial health officials, public health agency staff and stakeholders.
  • Works as a team developing organizational capacity across ASTHO and contributes to developing individual team knowledge of health equity.
  • Manages specific deliverables for ASTHOís national Presidential Challenge campaign: Building Healthy and Resilient Communities (including national meetings, policy roundtable discussions, and learning communities).
  • Conducts research on health equity and antiracism topics related to ASTHO organizational and programmatic goals and objectives.
  • Develops fact sheets, issue briefs, and newsletter articles; serves as secondary lead on content and primary lead on logistics associated with webinars; supports content and logistics for in-person meetings; and creates resources such as toolkits, guidance documents and podcasts.
  • Performs and summarizes web-based research; conducts environmental scans, and original data collection with states to inform deliverables.
  • Serves as a subject matter expert and policy resource on health equity, social determinants of health, population health, community coalition and organizing, and other related areas.
  • Contributes to project reporting activities including progress reports, project officer updates, and Policy Committee reports for ASTHO members and senior staff.
  • Supports ASTHO committees and task forces (i.e. Population Health and Public Health Informatics Policy Committee, Health Equity Subcommittee, Health Equity workgroup) and represent ASTHO on external committees.
  • Leads background research, literature reviews, and compiling of reference material required to support grant proposal submissions.
  • Assists in data gathering, survey instrument development, and execution of health equity assessments.
  • Establishes and fosters strategic relationships with national partners.
  • Conducts routine environmental scans of information from governmental sources, national public health organizations, and foundations focusing on the social determinants of health (SDOH).
  • Tracks federal and state legislative and regulatory issues, looking strategically at trends for addressing health equity.
  • Fields and responds to requests for assistance and information from members, states, affiliates, and national organizations.
  • Oversees contract administration: development, expense tracking, payment, deliverables.
  • Develops and maintains relevant materials and links for the CPHS and Health Equity health pages
  • Represents ASTHO at meetings and conferences as requested; domestic travel required.
  • Oversees administrative tasks such as scheduling, meeting planning and staffing, organizing conference calls and webinars, and note-taking

 

Qualifications:

  • Masterís degree in public health, public policy or related field preferred.
  • 2-3 years prior health equity policy and program related experience.
  • Strong written and oral communication skills.
  • Strong interpersonal skills and ability to communicate tactfully and diplomatically with a variety of colleagues, funders, and state and federal officials.
  • Knowledge of state or state and local public health, population health, health equity, health disparities desirable.
  • Knowledge of community engagement policy, frameworks and strategies.
  • Knowledge of public health systems change at local, state, or federal levels desirable.
  • Ability to track and analyze related project issues and legislation at federal and state levels.
  • Ability to work with large networks and to represent ASTHO at meetings and conferences on public health-related issues.
  • Ability to work independently and in a team environment, manage multiple projects and complete assigned tasks in a timely manner.
  • Ability to develop project outcome measures, track progress and evaluate outcomes.
  • Ability to effectively translate and disseminate information to various groups and audiences.
  • Specific skills: strong computer skills in Microsoft Office Suite (PowerPoint, Project); project management; excellent interpersonal skills; demonstrated effective public speaking skills
  • Ability to travel within service area (national).
